Not sure what the law is, and I’m a former busker but they ARE right in the street there. Doesn’t look quite right ..
Royal Street has been designated as a pedestrian mall by city ordinance (no vehicular traffic) for the past 50 years. The city allowed traffic when the Hard Rock Hotel collapsed a couple of years before this video. The buskers, not just Tuba Skinny, performed as a protest to make the city enforce it's own ordinance. A month after this video was released New Orleans returned Royal St. to a pedestrian mall during the designated hours as required by the ordinance.
Incredible. They modulated as smooth as silk. Their licks are just beyond classic. It takes a great grasp of music theory to play at this level. Most classically trained musicians couldn’t make it here.

She has been playing this one for a couple of years. It is a Bach Stradivarius "Shepherds Crook."
@JamesSterling In 1959, when I was 12, there was a TV show called Pete Kelly's Blues. I don't remember much about it other than I liked the funky prohibition-era vibe. The intro depicted him sadly pawning a cornet with a crook like that. I discovered just now that it ran only one season, and the last episode was titled "Sixteen Bar Tacit."
